Senate Spoiler

The Senate wasted an opportunity to create true filibuster reform. Instead, perhaps out of fear of losing some unforeseen advantage, both sides refused to move forward in any real way. They made small changes that will not make any significant difference in the slow, arduous legislative process that has helped create this do-nothing congress.
