Reacting to the survey showing that 25 percent of Pennsylvania drivers would flunk if required to retake a drivers test, reader Tony from Cheswick notes that rainy days shine a light, so to speak, on our ignorance of traffic laws.

Many drivers fail to turn on their headlights when using their windshield wipers. That is required under a state law that took effect in January 2007.
