Which motivation?

So, President Barack Obama gets BP to set up an escrow fund for those hurt by the oil spill and Texas Republican Joe Barton calls it a "shakedown."

I am curious about the motivation behind this ridiculous statement. Is it more of the "just say no" Republican agenda, which disagrees with everything and anything the president does, or is it the "protection of large businesses no matter what" attitude typical of the GOP these days?
