The Pennsylvania Department of Transportation never fails to amaze me. It seems that it is having a problem with inspection stickers that don't stick. PennDOT's solution? It will replace the defective stickers (that it already sold us) at a cost of $4 for the inspection and $4.40 for the emissions sticker. Amazing.
