Tax nonprofits' ads

I have a suggestion for the city to consider regarding taxing nonprofits. How about taxing the advertising budget of the nonprofit? It certainly seems to me if the nonprofit has enough money to put up large signs, erect billboards, bombard the airwaves, create special-effect TV commercials and pepper magazines with print ads, this budget item (advertising) could be taxed to the benefit of the city.
