The city needs to utilize the Mellon Arena, and I think it should be used as a tourist attraction. It already is a landmark because of its construction and use of stainless steel. The city needs an attraction other than sports teams and ballparks. Most residents can't afford tickets anyway.
I looked at several cities with museums that are a magnet for tourism. Balboa, Spain, built an art museum last decade and it has been a boon to business. Looking at the financial benefits of tourism and the success of these art museums, I think the building - which is architecturally recognized - could be a boon to the area.
Moving the Carnegie and enlisting local artists to organize the structure could be a cash cow for the city in five years.
