Litter enforcement needed

Pittsburgh is covered with litter and our city government apparently has an aversion to fining the perpetrators. By failing to punish the people who litter, however, the city is punishing the victims by 1) forcing the rest of us to look at the litter and 2) charging us to pick it up. Only when this changes will we have a clean city.
